A membership-based 501(c)(4) civic association serving Bellevue, a walkable 1920s–30s neighborhood on Richmond's Northside bounded by Brook Road, Laburnum Avenue, Hermitage Road, and Westbrook Avenue. Hosts the Bellevue Porchella music festival, Garden Walk, Monster Mash, and National Night Out.

How to join
Join via online form or a printed application mailed to the P.O. Box; open to households and businesses within the neighborhood boundary. Membership runs the calendar year (January–December); those outside the boundary may donate but not join formally.
