Public Housing Association of Residents (PHAR)

Resident-governed association for Charlottesville's public housing communities, with a federal mandate to represent residents in dealings with the Charlottesville Redevelopment and Housing Authority. It is governed entirely by public housing and Section 8 residents, and runs community organizing campaigns, a paid resident internship program, and a youth program.
